Lynnwood City Council to seek grant for Meadowdale Playfields

LYNNWOOD—For its BUSINESS MEETING at 6 p.m. on June 23, the City Council will vote/discuss authorizing a grant application for replacement of lighting at the Meadowdale Playfields among other items listed below.

Meadowdale Athletic Complex features five all weather Softball/Baseball fields and two all-weather regulation sized Soccer/Football/Rugby/Lacrosse fields, as well as, playgrounds, concession stand, walking trail, restrooms and much more.  SOURCE: City of Lynnwood.

Snohomish County Regional Public Safety Communications Agency Interlocal Agreement

The Council is expected (consent agenda item) to authorize the Mayor to sign the Amended and Restated Snohomish County Regional Public Safety Communications Agency Interlocal Agreement.

Property Acquisition and Stormwater Easement: Poplar Way Extension Bridge

The Council is expected (consent agenda item) to authorize the Mayor to enter into and execute on behalf of the City, a Property Agreement and Stormwater Easement with the Snohomish County Public Utility District No. 1 for the Poplar Way Extension Bridge project for an amount of $300,550.

The project is in the process of acquiring permanent property rights to 15,215 square feet of land to construct the bridge and Interurban Trail tunnel. The project is also acquiring stormwater easement rights to 5,241 square feet of land to construct and maintain a stormwater conveyance system. The acquisition area is located along the south edge of Alderwood Mall Boulevard for approximately 700 feet, mostly east of 33rd Avenue West

Appointment: Human Services Commission Applicant Heather Alder

Position 5 of the Human Services Commission is currently vacant. The Mayor recommends Heather Alder to fill the vacancy. The Council will vote on the mayor’s recommendation to the Human Services Commission for a term expiring December 31, 2026.

Alder is a City of Lynnwood resident and submitted her application for the Human Services Commission on March 7, 2024. She was interviewed by staff on April 2 and the Mayor on April 19.

Resolution: Authorizing Grant Application to RCO

The Council will vote to authorize the Mayor to submit a grant application to the Washington State Recreation & Conservation Office for Meadowdale Playfields LED Lighting. The City is seeking $595,000 grant funding from the Recreation and Conservation Office’s Youth Athletic Facilities Program for replacement of lighting at the Meadowdale Playfields. Improvements also include the addition of dug out covers. This project is included in the City’s Capital Facilities Plan under project #201500104.

The existing lighting is nearly 40 years old and has reached the end of its useful life. None of the five fields currently have dugout covers. The overall goal is to extend play by lengthening the amount of time sports participants can use the fields with consistent lighting and accessible dugouts.

The total project cost is anticipated not to exceed $1,700,000. Staff have identified $511,000 from 23/24 budget authorization and $200,000 is park impact feel eligible. Any remaining funds needed will be requested in the 25/26 Capital Budget.

2024 Imagine Lynnwood Comprehensive Plan Update

Karl Almgren, AICP, Community Planning Manager and Senior Planners Catherine Kato and Rebecca Samy will update the City Council on the Comprehensive Plan’s work completed to date.
