Mukilteo may soon become bigger and better, annexation vote December

MUKILTEO—The Mukilteo City Council will hold a Public Hearing to annex a portion of land between the Mukilteo Speedway and the Paine Field Airport north of Bevely Park Road as well as six parcels south of Beverly Park Rd. Most recent interlocal annexation agreements in Snohomish County have been that of the Town of Woodway annexing Point Wells in 2024 and the City of Lake Stevens in 2021.

The Public hearing will take place December 16, 2024, during a regular Business meeting that begins at 6:00 p.m. in the City Council Chambers, located at 11930 Cyrus Way, Mukilteo, WA.

The purpose of the hearing is to take testimony on a proposed interlocal agreement with Snohomish County to annex a portion of the City’s Municipal Urban Growth Area known as the “Phase I Annexation Area.” This includes the properties between the Mukilteo Speedway and the Paine Field Airport north of Bevely Park Road as well as six parcels south of Beverly Park Rd.

After hearing public testimony, the City Council will consider moving to approve the agreement and authorize Mayor Joe Marine to execute the Interlocal Agreement (ILA). If both the Mukilteo and the County approve the agreement the city can annex the area through adoption of an ordinance as allowed by RCW 35.13.470. The City is holding the first hearing on the ILA and Snohomish County will hold a public hearing in the future to consider the ILA as well.

Senate Bill 5522, passed in March of 2020, provides “cities with the ability to annex unincorporated areas pursuant to a jointly approved interlocal agreement with the county.” Essentially, annexations can be enacted in Washington as long as the county and city governments agree to do so.

Information on this meeting can be found on the city’s website. City Council meeting materials are generally posted about a week before each meeting. Below are documents associated with the ILA:
