Mountlake Terrace Councilman Rory Paine-Donovan resigns

MOUNTLAKE TERRACE—The City of Mountlake Terrace announced the resignation of Mountlake Terrace City Councilman Rory Paine-Donovan on Thursday, February 6. He was appointed in January 2023 to fill the Position 3 vacancy following the resignation of Doug McCardle.

The announcement was posted Thursday evening to The City of Mountlake Terrace’s Facebook Page and reads as follows:

“Paine-Donovan’s strong interest in civic life and local government, particularly in the affordable housing and economic development arenas, made him an asset to the council. His thoughtful approach gave unique insights into critical issues facing our residents, helping to develop solutions that shape the future of the city.

“Going forward, city council will be seeking a dedicated individual who is willing to step into this important role and contribute to the growth and success of Mountlake Terrace.

“We will announce the councilmember recruitment schedule and outline the appointment process in a press release and on our website (cityofmlt.com) on Tuesday, February 11.

Paine-Donovan was appointed in December of 2024 as Legislative Director to the Washington State Office of the Insurance Commissioner.

Prior to his appointment to the Mountlake Terrace City Council, Paine-Donovan worked for the Washington State Attorney General’s Office as a Deputy Legislative Director and before that a Policy & Legislative Analyst. For almost eight years he served on the Board of the Mountlake Terrace Community Foundation and from 2020 to 2022 a Legislative Liaison at the Washington State Office of the Insurance Commissioner.

He has a BA in Public Policy from Evergreen State College and speaks Japanese.
