LYNNWOOD—City of Lynnwood is looking for up to 4 artists, or artist teams to create 4 sets of murals inside the jail in the new Community Justice Center (CJC). Selected artists/teams will design and paint the murals. We encourage artists with their own or a love one’s lived experience related to the justice system, to apply.

The Lynnwood jail is a new, 86-bed facility that serves as a misdemeanor-only detention center, offering advanced technology and space for both staff and inmates. This facility is designed to ensure humane treatment and support for inmates, while maintaining the safety and security of the community and corrections personnel.
- Deadline to apply: April 13, 2025
- Eligibility: Open to artists, or artist teams living in WA State. We prefer some experience creating murals or large painting projects (at least one team member). No application fee.
- Budget: Budget is listed below and negotiable, which includes creating mural, sound dampening in one room, equipment rentals, supplies, travel, insurance, permits, taxes, etc. Artist/s will be required to secure a City of Lynnwood business license.
- Classroom: $5,000 – 1 wall 102hx224w
- Programming Room: $14,000 – 2 walls 115hx324w, 115hx200w on painted concrete masonry units (CMUs)
- Mental Health Exam Room: $8,000 – 2 walls 108hx152w, 108hx140w on CMUs (Need sound dampening, which the artist will work with city to plan, design, purchase, install.)
- Health Exam Room: $3,000 – 1 wall, 108hx101w
- Location: 4 rooms inside of jail of CJC at 19321 44th Ave W, Lynnwood, WA 98036.
- Selection A panel comprising of arts professionals, Lynnwood Arts Commission members, social services professionals, and City staff will decide based on the applications. All selected artists/teams will be required to submit to and pass the CJIS background check, and obtain a fingerprint ID. We will consider your application for all 4 spaces, unless you state that you’re only interested in specific ones. We may select an artist/team to paint more than 1 room.

By entering this Call, “Applicant” (meaning applicant and/or team), agrees to be bound by the call rules and the decisions of the City of Lynnwood “City”, which are final and binding in all respects and cannot be challenged or appealed.
City may require applicant to submit additional material. City is not responsible for the failure of any Applications not received. City reserves the right to pick no one from the Applications.
INDEMNIFICATION: Applicant releases and shall defend, indemnify and hold harmless the City, their elected officials, officers, employees, agents and volunteers for any and all claims, demands, losses, negligent acts or omissions, and liabilities (including costs and all attorney’s fees) to or by any and all persons and entities, including without limitation, their respective agents, licensees, or representatives, arising from, resulting from, or connected with this Call to the extent caused by the negligent acts, unlawful acts, errors or omissions of Applicant. To the maximum extent permitted by applicable law, this shall apply.
