Snohomish County 2025 Primary Election winners and losers

As the 2025 Primary Election results unfold in Snohomish County, the Auditor’s Office has counted 80,967 ballots representing a voter turnout of 17.04%. Only two candidates with the highest percentage of votes, advance to the 2025 General Election that begins on October 17, and ends on November 4. The next election update will be by 5 p.m., Tuesday, August 12, 2025.

County Council District 1

  • Winner: Nate Nehring (incumbent, unopposed, Prefers Republican Party)

“I am so grateful for the support of the voters and look forward to representing North Snohomish County for four more years,” said County Councilman Nate Nehring to the Lynnwood Times.

County Council District 4

  • Winner: Jared Mead (incumbent, unopposed, Prefers Democrat Party)

“I appreciate the voters support and look forward to continuing to build upon the good work we’ve been doing at the county on behalf of the District 4 residents,” said County Councilman Jared Mead to the Lynnwood Times.

County Council District 5

  • Winner: Sam Low (incumbent, Prefers Republican Party)
  • Advanced to the General Election: Kelli Johnson (Prefers Democratic Party)

“I am thankful for the great showing tonight and I appreciate the strong support of the voters once again. My volunteers and I will continue working hard for our seniors and transportation needs in Council District 5,” said County Councilman Sam Low to the Lynnwood Times.

City of Edmonds | Council Position 3 (Nonpartisan)

  • Winner: Erika Barnett
  • Advanced to the General Election: Alex Newman

City of Everett | Mayor (Nonpartisan)

  • Winner: Scott Murphy
  • Advanced to the General Election: Cassie Franklin (incumbent)

Statement from candidate Cassie Franklin: “I’m grateful for all of the volunteers and the support this community is showing for my campaign. Summer primaries can be really tough and voter turnout is often low. I look forward to seeing more results over the week and continuing this momentum for a safer, stronger, more vibrant Everett!”

Statement from candidate Scott Murphy: “I would like to thank our community for the strong support I received in this election. I’m incredibly honored to be leading tonight and to be moving on to the general election.

“While the election is not over, the majority of voters tonight understood that it is time to make a change to address the issues our city faces and provide solutions. Over the last few months, I’ve heard from so many different people within our community. Whether at front doors, in coffee shops or at events, the message has been clear: we need to get back to the basics of safe neighborhoods, clean parks, real solutions to homelessness, fiscal responsibility and leadership that listens.

“I want to give a special thank you to Councilmember Judy Tuohy and Former Councilmember Brenda Stonecipher for their strong support. They are both respected and set a high standard that we should expect from our city leaders. Their early support helped make this outcome possible. In addition, having the endorsement of 9 former City Councilmembers who understand how City government should operate for its citizens, reinforced that I was on the right course with my plans to address the serious issues we face in our city.

City of Lynnwood | Council Position 3

  • Advanced to the General Election: Josh Binda (incumbent)

Statement from candidate Bryce Owings: “I’m deeply honored and grateful for the overwhelming support from the voters of Lynnwood. This is a clear message that our community wants a city council focused on affordability, safety, and opportunity for all.

“I’m especially thankful for my wife and the rest of my support system. While I’m proud of how far we’ve come, I know the race isn’t over. There’s still more work to do to earn the support of every Lynnwood voter by November, and I’m excited to keep the momentum going.

Fire District 4 | Proposition No. 1

Emergency Medical Services Levy Lid Lift: This proposition would authorize the District to restore its Emergency Medical Services regular property tax levy to $0.50 per $1,000.00 of assessed value in 2025 for collection in 2026 in order to maintain and improve emergency medical services. The dollar amount of the 2025 levy collected in 2026 shall serve as the base for computing subsequent levy limitations as provided by chapter 84.55 RCW.

If approved by the voters, Snohomish County Fire Protection District No. 4 will be authorized to restore its emergency medical services (EMS) property tax levy from approximately $0.36 to $0.50 per thousand dollars of assessed valuation the rate previously approved by the voters in 2019.

Approval of this measure will allow the District to maintain and improve the level of emergency medical services currently provided on a continuing basis. The District must use the EMS tax revenue exclusively for emergency medical services. The amount levied by the District in 2025 for collection in 2026 will serve as the base for computing future one percent increases allowed by the law.

If the levy is approved, the maximum tax per $100,000 assessed valuation would not exceed $50.00 each year or approximately $4.17 per month for emergency medical services.
