LYNNWOOD, Washington, December 5, 2021 – For its 6 p.m. Monday, December 6 regular WORK SESSION the Lynnwood City Council will discuss the items listed below. The $25.8 million bond issuance ordinance will be voted on at the December 13th Business meeting.
Discussion of a $25.8 million Bond Issuance, Sale and Delivery
According to the Ordinance, the City is in need of a community justice center, consisting of designing and building a purpose-built police department, a re-imagined misdemeanor jail and remodeled court, and other capital projects of the City. The funds will also finance the other capital improvements, refund certain outstanding limited tax general obligation bonds of the City and to pay the costs of issuance of the bonds.
Last week it was reported by the Lynnwood Times that, according to the City, significant supply chain and material cost impacts the bids for construction were higher than anticipated for the Community Justice Center and that the City will need to issue $5 Million in additional principal funding to cover the full cost of the project in conjunction with the upcoming scheduled refunding on the City’s 2012 bonds in 2022.
The maximum amount of indebtedness authorized by this ordinance is $25,800,000. The vote is expected on December 13, 2021.

Boards & Commissions LMC changes
The most significant change being presented is the to redefine the term “resident” from a “registered voter of the city of Lynnwood or a registered voter of an area that is within Lynnwood’s municipal urban growth area” to “a person who lives who lives within the corporate boundaries of the city of Lynnwood.”
If passed, a person would not have to be a registered voter to serve on a board or commission unless it is required by Washington state law.
