Council to vote on allocating $400,000 in ARPA Funds for Parks and Recreation

LYNNWOOD, Wash., February 27, 2023—Lynnwood City Council will host a Business Meeting at 6 p.m., Monday, February 27, to vote on allocating $400,000 in ARPA funds to address park maintenance issues and to approve Event Center use day requests.

The Lynnwood City Council Work Session will be held in-person and virtually by Zoom or Lynnwood, WA Video Archive (swagit.com).

ARPA Funding Request: Graffiti and Vandalism mitigation

Lynn D. Sordel, Parks, Recreation & Cultural Arts Director is requesting the council to approve the use of ARPA funds totaling $388,432 to address graffiti, vandalism and related homeless impacts to Lynnwood parks and trails. The proposal is to provide two limited term fulltime employee maintenance workers and the required supplies to mitigate the issues we have identified.

According to Sordel, the current staffing levels of his parks maintenance and operations team is unable to respond in a timely fashion by a wide variety of issues tied to gang activity (graffiti), vandalism to public facilities and homeless impacts.

Event Center City Use Day Requests

Sarah Olson, Deputy Parks, Recreation & Cultural Arts Director is requesting the council to approve the Mayor or her designee to execute contracts with the Lynnwood Event Center utilizing City Use Days provided for in the interlocal agreement with the Lynnwood Public Facilities District for the following events and organizations: one (1) Full Day for WAGRO Foundation’s Dia de los Muertos event on October 29, 2023; and, one Half Day (1/2) for the City’s State of the City Address event on March 3, 2023.

American Rescue Plan Act Fund Consideration: Northwest Veteran’s Museum

The Northwest Veteran’s Museum has requested $5,000 – $10,000 in ARPA funds to recoup money lost while closed during the pandemic.
