LYNNWOOD—Last week, the Washington State Department of Commerce awarded the City of Lynnwood $1.9 million in project funding through the Connecting Housing to Infrastructure Program (CHIP). The funding includes $1 million for the 200th Street Senior Housing project and $900,000 for the Apollo Scriber Lake project. Funding of this program is provided from the State Building Construction Account.

The CHIP program helps local governments encourage the creation of affordable housing by reducing or covering the costs of infrastructure associated with development. The City of Lynnwood has received three CHIP grants, including one in 2022 for the Housing Hope Scriber Place student and family affordable housing project, which broke ground in 2025 and is under construction.
Both awarded projects are located within a mile of the Lynnwood Transit Center and near the Swift bus lines on Highway 99; they are also within walking distance of commercial, retail, and recreational areas like Scriber Lake, Scriber Trail, and Sprague’s Pond.
“These grants play a crucial role in expanding access to housing affordability in Lynnwood,” said Mayor George Hurst. ” Lynnwood continues to connect housing developers to these funding strategies and advance the goals of producing, preserving, partnering, and preparing as adopted in our Housing Action Plan.”
About the 200th Street Senior Housing Project
The Housing Authority of Snohomish County (HASCO) is proposing an intergenerational community at 5710 200th St SW in Lynnwood that includes affordable housing for families and seniors. The senior housing portion of the project will house seniors 55 years of age and older. It will consist of 60 units within a new 4-story building that includes a community room, community gardens, third-space gathering areas, and space for resident services. The project will provide new affordable housing units to low-income residents below the 50% of the area median income. HASCO continues to refine the site and building plans, and the project is in for a pre-development meeting with Development & Business Services.
About the Apollo Scriber Lake Project
Black Fish Capital, LLC has proposed a 173-unit multi-family affordable housing development in a 7-story building located at 5707 and 5723 198th St SW., adjacent to Scriber Lake Park. All units will be affordable at 60% of the area median income and will include 2- and 1-bedroom units. Amenities include a community room and a second-floor courtyard. The project has been submitted for Project Development Review (PDR), the initial zoning application in the permitting process.
