MUKILTEO — David Hector Garcia Flores, 38 of Everett, was booked into the Snohomish County Jail on Friday in connection with a fatal hit-and-run crash that killed Jeff Woods, a Mukilteo father of seven earlier this week, according to Washington State Patrol (WSP) and jail records.
According to WSP, Flores turned himself in on Friday, August 14 and charged with hit-and-run involving a death, a Class B felony. He is currently being held in Snohomish County Jail without bail. A court appearance is scheduled for Monday in Everett District Court.
The fatal incident occurred about 6:30 a.m., Tuesday, August 11, on Mukilteo Speedway (SR-525) near Beverly Park Road on his way to work. Woods, 44, was riding a 2025 Kawasaki motorcycle southbound in lane one when a blue 2005 Dodge Grand Caravan driven by Garcia Flores, who was northbound in the left-turn lane, turned into the southbound lanes in front of the motorcycle, according to WSP.
Woods’ motorcycle struck the minivan, coming to rest in lane one. Woods, who was wearing a USDOT-compliant helmet, died at the scene. Garcia Flores fled the scene on foot, leaving the Caravan behind.
Woods was a project manager at Tyson Remodel and the primary breadwinner for his household, which included his wife, Penny, their seven children and his mother-in-law. His employer and friend, Tyson Dunn, described him as a devoted husband and father who was always smiling, willing to help others and seemingly able to fix anything.
“Jeff would touch the hearts of people on a daily basis – everybody he met,” Dunn said in an interview with Kiro7. “Loved his kids, always took care of them, always there for them, trying to do more for them.”
Dunn and colleague Greg Wilson set up a GoFundMe campaign titled “In Memory of Jeff Woods: Support for His Family” to help cover household costs and daily care for Penny and the children in the wake of the sudden loss.
WSP continues to investigate on whether drugs or alcohol were involved in the fatal incident.
