LYNNWOOD—For its BUSINESS MEETING at 6 p.m. on September 23, the City Council will holding a Public Hearing on its biennial budget; and vote/discuss correcting a real estate transfer error with the PFD, create a new law enforcement position, and confirm a planning commissioner.

Public Hearing: 2025-2026 Preliminary Budget
This is the first public hearing for the 2025-2026 biennial budget process to discuss budget priorities. The Mayor is proposing a $156.1 million budget — $152.2 million revenues to $156.1 million expenditures. The Mayor is proposing a $3.9 million deficit to be covered by the estimated $19 million fund balance.
The next formal step in the biennial budget process is the Mayor’s presentation of the Preliminary Budget on October 14, 2024. The next public hearing on the budget will be held on November 12, 2024. The Council is expected to vote on adopting the budget on November 25, 2024.\

Property Transfer: To the Lynnwood Public Facilities District for Miscellaneous Parcels
The council is expected to approve the Mayor to enter into and execute on behalf of the City, property transfer documents, authorizing the transfer of parcels 11, 12, 13, and 14 from the City to the Lynnwood Public Facilities District.
It was discovered that the city of Lynnwood failed to transfer Lots 11 through 14 comprising the Lynnwood Event Center and surrounding buildings to the Lynnwood Public Facilities District parcel. The city of Lynnwood, under eminent domain, acquired Lots 12 through 15 in the mid-1990s.
In 2002 the city of Lynnwood passed Ordinance 2413 authorizing the transfer of the property to the Lynnwood PFD. However, on January 27, 2004, Lot 15 was transferred from the City to the Lynnwood PFD; no other lots were transferred.
The Lynnwood Times is awaiting confirmation from the City as to the ownership of Lot 11. The Lynnwood Times has been unable to find any recorded real estate transactions involving Lot 11 with the Snohomish County Record’s Office.

Approval of Creation of Jail Manager/Records Supervisor
The Lynnwood Police Department is requesting the council create a Jail Manager position to oversee and ensure efficient operations and compliance with state, federal and local laws and regulations
The Lynnwood Jail has been supervised and overseen by a police commander for the past approximately 16 years. Prior to that, the jail was overseen by a civilian jail commander (non police commissioned person).
The department desires to create a civilian jail manager position and is seeking a supervisor who has been steeped and brought up in the corrections industry. The department is seeking a candidate who understands jail operations and the complex workings of a state-of-the-art facility that will offer resources centered around reducing recidivism and helping put people on a path towards healing and self-sufficiency.
This action does not require the addition of an fulltime employee. The police department intends to repurpose the Records Manager position, converting it into the Jail Manager position. The functions of the Records Manager position, which has been occupied by a police sergeant for the past 8 years through an MOU with the police guild, can now be performed by several different positions within the department through a reallocation of command assignments and the creation of a records supervisor position.
Through the reclassification of the Records Manager position into the Jail Manager position,
the creation of a Records Supervisor position (an internal lead clerk position), and the
reallocation of command assignments among the four police commanders, LPD were able to achieve this desired action without the need for an additional FTE.
The pay differential between the Records Manager position and the proposed Jail Manager position is $35,000 dollars. The pay differential between a Police Clerk and the proposed Records Manager position is $15,000 dollars. The total financial impact is $50,000 dollars. The Police Department can absorb any financial impact within its authorized budget.

Confirmation: Planning Commission Applicant Kelly Betts
The council will vote on confirming Kelly Betts to fill Planning Commission Position #6.
Kelly Betts is a Lynnwood resident and submitted her application for Planning Commission on June 28, 2024. She was interviewed by staff and the Mayor on July 22, 2024. Members of the Planning Commission serve four-year terms, or fill unexpired terms, and must be residents of Lynnwood.
