Weekly White House Brief: Housing Relief, Seafood, and Border Security

WASHINGTON, D.C. — In a week that included comments on unrest in France, new housing and seafood initiatives, an energy production determination, and travel highlighting state-level results, the White House pointed to executive actions on homeownership costs, support for American fishermen, expanded domestic petroleum capacity, manufacturing gains, and continued border metrics as central developments.

Housing Cost Relief

President Trump signed an executive order aimed at reducing the ongoing costs of homeownership. The order directs the Federal Housing Finance Agency to establish a pilot program that cancels borrowers’ mortgage insurance premiums once they have built sufficient equity based on current market value, removing a recurring monthly expense for qualifying homeowners.

It also makes permanent an existing FHFA pilot that allows more borrowers to use lower-cost alternatives to traditional title insurance when refinancing, and it directs the Departments of Agriculture and Veterans Affairs to lower interest rates on the single-family home loans they originate. A new Task Force on Manufactured Housing Innovation, co-chaired by the Secretary of Housing and Urban Development and the FHFA director, is charged with increasing the quality and lowering the cost of factory-built homes eligible for federal programs by encouraging modern manufacturing methods.

America First Seafood Strategy

The administration launched the America First Seafood Strategy and a companion website, Seafood.gov. The strategy treats U.S. fishermen as essential to economic strength, food security, and coastal communities. It prioritizes reducing regulatory barriers to investment in processing and working waterfront infrastructure, with particular attention to facilities that support rural Alaska communities.

Additional elements include steps to restore profitability in fisheries such as Maine lobster, stronger import certification and compliance measures, regulatory reform, and expanded overseas market access for American seafood. The Food and Drug Administration is proposing a voluntary “U.S. Caught Seafood” label that consumers can use to identify products harvested by American fishermen. The strategy also makes more than $5 billion in USDA guaranteed loans available to expand modernized meat and seafood processing capacity. Officials described the approach as a shift from prior emphasis on regulation and market contraction toward production and growth.

Domestic Petroleum Capacity

A presidential determination under Section 303 of the Defense Production Act of 1950 authorizes the Secretary of War to take actions—including purchases, commitments, and financial instruments—to expand domestic petroleum production, refining, and logistics capacity. The determination covers exploration and production, pipelines, storage, and marine terminals, finding these capabilities essential to national defense.

It states that inadequate energy supply, financing constraints, long lead times, and permitting bottlenecks have created vulnerabilities, and that without presidential action U.S. industry cannot timely provide the needed capacity. Certain procedural requirements under the Act are waived for this purpose.

Manufacturing and Investment Claims

A White House analysis released last week asserted that the administration’s policies are producing a manufacturing resurgence. It cited an increase of 72,000 manufacturing jobs in 2026, including gains in durable goods, and noted that construction employment has risen by roughly 100,000 since Trump took office, with additional factory construction jobs. Inflation-adjusted wages for blue-collar manufacturing workers were reported higher by an average of about $2,400 per year. The analysis also referenced trillions of dollars in announced investment commitments supporting domestic production.

Separately, the White House highlighted new private investments announced during the week, including a $600 million commitment from Carrier for manufacturing activity and additional projects from other companies. The administration’s investments page continues to track broader capital commitments across sectors.

Border Enforcement Metrics

The White House also released a summary of border and immigration enforcement results. It stated that the illegal alien population has been reduced by at least 2.3 million, with more than three million migrants leaving during the second term, and that nearly 1.2 million illegal aliens have been deported or removed. Catch-and-release has ended, producing 17 consecutive months of zero releases at the border and the first fiscal year in U.S. history with zero Border Patrol releases.

Illegal southern border crossings in fiscal year 2026 were reported down 95 percent from Biden-era levels, with nationwide encounters at their lowest in agency history. Asylum grants fell to 7 percent of cases. Additional figures included more than 12,100 gang members arrested, large narcotics seizures, and declines in fentanyl trafficking and related deaths.

Legislation, Travel, and Other Items

The president signed multiple bills into law, among them measures affecting clergy Social Security elections, land conveyances in Arizona and Alaska, a study on critical infrastructure manufacturing feasibility, romance-scam notifications for online dating services, human-trafficking detection training at the Department of Labor, and boundary or designation changes for certain national park units.

During travel that included a return to Florida, the White House emphasized results for that state: no tax on Social Security benefits for approximately 4.8 million Florida seniors, elevated average tax refunds, private investments totaling billions across manufacturing, aviation, pharmaceuticals, and distribution, rural healthcare funding, infrastructure projects, and veterans’ grants and clinic expansions.

Other announcements included the launch of a Fraud Whistleblower Incentive Program offering a 1 percent commission on fraud recovered through reports filed at fraud.gov, and a localized ceasefire between Russia and Ukraine in the Oleshky area that First Lady Melania Trump was credited with securing. The president also commented on widespread riots, looting, and fires in France, describing the unrest as driven by uncontrolled immigration and urging European countries to close their borders.
