Upcoming Mukilteo City Council Meeting

MUKILTEO, Wash., January 15, 2022 – The Mukilteo City Council will hold a SPECIAL BUSINESS Meeting on Tuesday, January 18, 2022, starting at 6 p.m. This meeting will be held VIRTUALLY only.

View the full council agenda packet, click here. For its 6 p.m. Tuesday, January 18th SPECIAL BUSINESS MEETING, the Mukilteo City Council will discuss/vote the following items:

  • Confirmation of Public Works Director Matthew Nienhuis (AB22-22)
  • ARPA Funding: Community Engagement Outreach Plan (AB22-04)
  • Council Vacancy Candidate Statements and Short List Selection (AB22-16)
  • Reconsideration of Community Support Grant Awards (AB21-103)

ARP Funding: Review and approve Community Engagement Plan

The council will review a proposal by PRR, Inc on a community engagement plan for input on prioritizing how to spend American Rescue Plan Act funds.

The City Council has initially allocated a $20,000 budget for community engagement. Based on this budget, the PRR team can provide the following services: Draft an online community survey and produce promotional materials for the survey. No survey analysis is stated in the scope of work.

With a vote to increase the base $20,000 budget, the council can grant PRR, Inc do the following additional scope of work for a fee:

  • $10,000 – Comprehensive survey, data analysis, and recommendation report
  • $13,479.80 – Chinese, Vietnamese, and Korean translation services
  • $30,735.99 – City-wide mailing
  • $15,315.42 – Develop content for promotional materials (flyer, poster) and city assumes cost of printing
  • $6,692.29 – Virtual community meeting(s)
  • $5,952.98 – In-person pop-up events (such as tabling at a library or community center)
  • $25,428.80 – Multi-lingual outreach

Council vacancy candidate statements

Council will hear a Candidate Statement of up to 5 minutes from each of the 10 applicants and decide upon the short list of 3-5 candidates for the 2nd interview on January 24, 2022.

Each member of the City Council will email the City Clerk their top 4 candidates (in no particular order) to move forward. A candidate will need a minimum of 3 Councilmembers’ votes to advance 2 to the January 24th interviews. At least 3 candidates and no more than 5 candidates will be selected for interviews.

The candidates chosen to advance to the next round will be formally notified by the City Clerk.

Reconsideration of Community Support Grant Awards

At the January 3, 2022 meeting, Council Vice-President Crawford made a motion to reconsider the grant awards, citing specifically the award to the Lynnwood Times. The motion was seconded by Councilmember Harris and passed by a vote of 5-1.

The Community Support grants are reimbursable grants. This means the awardees are reimbursed for eligible expenses that are consistent with the grant’s scope of work. Groups that receive a Community Support grant are required to execute a funding agreement with the City prior to commencing the project.
