CITY COUNCIL HIGHLIGHTS FROM AROUND THE SOUND

The City of Marysville will consider a Memorandum of Understanding to seek the allocation of any settlement funds from a lawsuit led by Washington State Attorney General Bob Ferguson against distributors of opioids for the impacts of drug addiction.

Lynnwood will discuss several matters related to the Harris Ford Lincoln Project including a second quasi-judicial public hearing as the original was incorrectly noticed.

Mill Creek council members will listen to several presentations from city and/or regional partners.

The city council in Lake Stevens will be voting to approve several citywide contracts and ordinances. It will also be amending its 2022 budget.

There is no meeting scheduled for the City of Mukilteo.

Resolution 2022-06 Frontier Heights Phase 2

A resolution of the Lake Stevens City Council supporting the Frontier Heights Park Phase 2 project. This resolution/authorization authorizes the person(s) identified below (in Section 2) to act as the authorized representative/agent on behalf of our organization and to legally bind our organization with respect to the above project(s) for which we seek grant funding assistance managed through the recreation and conservation office (office).

Revised Scope of Work for Lake Outlet Channel Projects Contract

Motion to authorize the mayor to approve the revised scope of work for the Lake Outlet Channel Project Contract with Davido Consulting Group, Inc (DCG). The revised scope of work will not result in a budget change to the contract.

Interlocal Services Agreement with Snohomish County for Lake Monitoring

Authorize the Mayor to execute a 5-year (2022-2026) Interlocal Agreement (ILA) with the Snohomish County and approve the attached scope of services to be performed in 2022 for the amount of $28,770.57.

Agreement with NWFF Inc. for Health & Safety Training

Authorize the Mayor to sign the Professional Services Agreement with NWFF Inc., as the primary provider for Health, Safety, and Environmental training for city employees, with emphasis on Public Works. The budget impact of the proposed services is not to exceed $41,750 for 2022 and $47,500 for 2023, amounting to a total not to exceed amount of $89,250. A 2022 budget amendment will be necessary to reallocate funds within the streets, storm and parks funds for this essential safety training contract. Expenditures for this contract will be planned in the 2023 budget cycle.

Council consideration and action regarding adoption of the Harris Ford Lincoln Development Agreement.

Resolution for a Public Hearing on the vacation and sale of a section of 64th Ave W

City Code requires that the City Council set the date by resolution for a public hearing on a proposed street vacation. The proposed resolution sets the date of May 23rd for a public hearing on the proposed vacation and sale of a section of 64th Ave W. This is regarding the petition from Harris Ford to vacate a section of 64th Ave. West as part of the Harris Ford Lincoln Expansion Project.

American Rescue Plan Act Discussion

Council will continue reviewing options for spending the American Rescue Plan Funds received by the Federal Government.

Public Hearing — City Center Planned Action Ordinance Update

A public hearing is required for the proposed ordinance to revise the City Center Planned Action Ordinance and Zoning Chapter.

Quasi-Judicial Public Hearing — Harris Ford Lincoln Development Agreement

On March 14, 2022, Council held a Quasi-Judicial Public Hearing regarding the Harris Ford Lincoln Development Agreement. That hearing was incorrectly noticed. This is a new public hearing that has been appropriately noticed for this matter.

Downtown Stormwater Treatment Project (DSTP) Distribution Easement

In order to accommodate the Downtown Stormwater Treatment project, overhead power and communications will be relocated underground, and a new power service with a transformer will be installed

One Washington Memorandum of Understanding – Opioid Litigation

In Washington, the Attorney General has a lawsuit against the distributors of opioid drugs that is currently in a bench trial in King County. A verdict in this case is expected in a few weeks. If the City takes part in the Memorandum of Understanding (MOU) it would not be a party to the litigation but would be a “Participating Local Government” that becomes eligible to receive settlement funds to address opioid addiction impacts.

Project Acceptance for Comeford Reservoir Recoat

Work performed under this contract was inspected by City staff and found to be physically complete in accordance with the approved plans and specifications. Staff recommends Council’s acceptance of the project for closeout.

2022 Strawberry Festival Proposal and Master Agreement with Maryfest, Inc.

The 2022 proposal includes multiple events to be offered for the community beginning Saturday, June 11 and continuing through Sunday, June 18.

Resolution Proposing to Designate an Additional Targeted Area for Property Tax Exemption

A resolution of the City of Marysville, Washington, proposing to designate an additional targeted area for property tax exemption for the value of new construction of industrial/manufacturing facilities and to establish the time and place for a public hearing. Currently the recommendation for the Public Hearing is May 23, 2022.

Architectural & Engineering (A&E) Professional Services Design Contract with Gray & Osborne, Inc.

The City’s Surface Water Utility is advancing the Surface Water Aging Infrastructure Program (Capital Project Number 19-SW-01) with a project in 2022 to continue lining stormwater pipes with a diameter 18 inches or larger that are showing signs of deterioration. The council will vote to authorize the Interim City Manager to execute an Architectural and Engineering Professional Services Agreement with Gray & Osborne, Inc, in the amount of $74,100.00 for the design of the 2022 Grade C Stormwater Pipe Rehabilitation project.
