EVERETT—Former Lynnwood Assistant City Administrator Julie Moore announced April 3 that she has accepted a role as Chief of Staff to Snohomish County Executive Dave Somers. She resigned from her position with the City of Lynnwood in January.

“I’m honored to support the Executive’s office in advancing key priorities—from delivering essential services to driving thoughtful policy and strategic initiatives that make a real difference for residents,” Moore wrote in a statement. “I look forward to partnering with colleagues across government, community leaders, and stakeholders to navigate complex challenges and help move Snohomish County forward with focus, accountability, and impact. I’m grateful for the opportunity to serve my community.”

The Chief of Staff for the Snohomish County Executive (not to be confused with the Council’s Chief of Staff) is a high-level management position with a salary typically exceeding $170,000 per year. As Executive Chief of Staff, Moore will manage daily operations of the Executive Office, directing administrative staff, budgeting, and personnel issues. She will act as a senior advisor to Executive Somers, leading strategic planning, policy formulation, and coordination with departments and external stakeholders.

Back in August 2022, then-Mayor Christine Frizzell selected Moore to serve as Lynnwood’s Assistant City Administrator filling a vacancy left by the retirement of Art Ceniza who served the role for the last 12 years.

Moore assisted Mayor Frizzell in the overall management of the City, supporting internal and external operations, and implementing City policies, programs, and procedures.

Prior to her hire as Assistant City Administrator, Moore served under former Mayor Nicola Smith, as the City’s Manager of Communications and Public Affairs. In 2008, she began her service to Lynnwood working at the Office of Neighborhoods & Community Affairs on community-building through outreach programming and engagement.

Moore is a graduate of Meadowdale High School and earned a degree in Cultural Anthropology from Western Washington University. After spending a few years in Tucson, Arizona, she returned to the Northwest and joined the City of Lynnwood. She is currently working towards a master’s degree in Management and Leadership.
