LYNNWOOD, Wash., August 6, 2023—Lynnwood City Council will host a Work Session at 6 p.m., Monday, August 7, to discuss ARPA funds, an outpatient substance abuse facilities ordinance, the ParksLove Project, and Lynnwood Zip. Community Transit Briefing

ParksLove Capital Project Planning & Evaluation
Sarah Olson, PRCA Deputy Director, and Monica Thompson, Senior Park Planner will present to the council the development of the comprehensive capital project list and evaluation tool for the eventual Park & Trail Capital Plan.
In 2021, Lynnwood applied for and was awarded a $300,000 grant from the National Recreation & Park Association’s resilient park access grant program. The Resilient Park Access grant is dedicated to advancing community-driven, systems-level strategies for equitable park access that improves the environmental resilience and health of communities.
Our grant project has been publicly presented as the ParksLove Project. The Parks, Recreation & Cultural Arts Department is using this grant as an opportunity to prepare a comprehensive Park & Trail Capital Project Plan. This capital plan will be used to update the City’s Comprehensive Plan, annual Capital Facilities Plan, future PARC Plans, and define eligible projects for Park Impact Fees.
The ParksLove Project examines park equity in an effort to guide park priorities and investments in ways that engage and benefit all. The Analyze & Develop Phase includes a suite of tasks to support the identification of park system capital project and operation needs. Current and on-going tasks include:

American Rescue Plan Act Funding Consideration
Discussion regarding applications for ARPA funds. Council has a remaining balance of $812,307 in funds from the American Rescue Plan Act. Council President Sessions will introduce presenters for the Housing academy, Health & Safety Flex Fund, ACCESS program, Edmonds School District Foundation: On the job training
program, the Jean Kim Foundation and Homage.
